日前,國網天津(jin)市電力公司提出的“以電供(gong)熱”試點規劃,被(bei)寫入天津(jin)市政府(fu)工(gong)作報告(gao)(gao),預示(shi)著(zhu)(zhu)天津(jin)市加(jia)熱電纜的需(xu)求(qiu)量將不斷提高。“推廣電能(neng)替(ti)代工(gong)程,啟動以電供(gong)熱試點”被(bei)寫入天津(jin)市政府(fu)工(gong)作報告(gao)(gao),這(zhe)標志(zhi)著(zhu)(zhu)天津(jin)電能(neng)替(ti)代工(gong)作已(yi)進(jin)(jin)入政府(fu)主導、系統推進(jin)(jin)的新(xin)階段。
當前電能(neng)(neng)替代(dai)技術成(cheng)熟,經濟(ji)優勢明顯,清潔環(huan)保已成(cheng)為政府和(he)廣大(da)用(yong)戶的共識。一直以來,北方(fang)地區冬(dong)季供熱(re)取暖(nuan)主要是(shi)采用(yong)燃(ran)煤(mei)鍋爐,造(zao)成(cheng)嚴重大(da)氣污(wu)染。如果采取電能(neng)(neng)替代(dai),以電能(neng)(neng)或太陽能(neng)(neng)代(dai)替燃(ran)煤(mei)蒸汽供熱(re),不但(dan)供熱(re)成(cheng)本大(da)幅度降低,而(er)且(qie)不會(hui)造(zao)成(cheng)環(huan)境(jing)污(wu)染。
在有(you)些專家(jia)看來,電能作為清潔能源的優(you)勢(shi)凸顯,替(ti)代(dai)潛力(li)巨大。4月(yue)2日,國家(jia)電網公司召開(kai)了2015年(nian)電能替(ti)代(dai)工作推進(jin)會,發布了《國家(jia)電網公司2015年(nian)全面深入推進(jin)電能替(ti)代(dai)行動計劃》,提出了確保全年(nian)完(wan)成650億千(qian)瓦時、力(li)爭實(shi)現750億千(qian)瓦時替(ti)代(dai)電量(liang)。
據了解,今(jin)年國家電(dian)(dian)(dian)(dian)(dian)網公司將著力鞏固擴大電(dian)(dian)(dian)(dian)(dian)窯爐、電(dian)(dian)(dian)(dian)(dian)鍋(guo)(guo)爐、熱(re)泵(beng)等成熟(shu)項(xiang)目(mu)的實施范(fan)圍,因(yin)地(di)制宜(yi)拓展新領域、推(tui)廣新技術(shu),除在(zai)(zai)港口地(di)區推(tui)廣岸電(dian)(dian)(dian)(dian)(dian)替代(通過電(dian)(dian)(dian)(dian)(dian)纜將船舶用(yong)電(dian)(dian)(dian)(dian)(dian)與(yu)岸上(shang)電(dian)(dian)(dian)(dian)(dian)源連接,在(zai)(zai)船舶靠(kao)岸期間采用(yong)陸地(di)電(dian)(dian)(dian)(dian)(dian)源供電(dian)(dian)(dian)(dian)(dian))外,還(huan)將對居民區、學校等用(yong)戶推(tui)廣碳晶、電(dian)(dian)(dian)(dian)(dian)熱(re)膜、發熱(re)電(dian)(dian)(dian)(dian)(dian)纜等技術(shu),在(zai)(zai)企(qi)事(shi)業單(dan)位(wei)食堂推(tui)廣電(dian)(dian)(dian)(dian)(dian)磁(ci)灶、電(dian)(dian)(dian)(dian)(dian)蒸鍋(guo)(guo),在(zai)(zai)油田推(tui)廣電(dian)(dian)(dian)(dian)(dian)動鉆機,在(zai)(zai)油氣(qi)輸送管線推(tui)廣電(dian)(dian)(dian)(dian)(dian)力加壓等。
從消費(fei)端(duan)來看(kan),各地主要(yao)通過以(yi)(yi)電(dian)(dian)代煤、以(yi)(yi)電(dian)(dian)代油來促進(jin)節能減(jian)(jian)排。北京市(shi)城六區(qu)基本取消燃煤鍋爐,農村地區(qu)新增(zeng)減(jian)(jian)煤換煤120萬(wan)噸。河北省提(ti)出大幅(fu)壓(ya)減(jian)(jian)煤炭用量,實施(shi)煤電(dian)(dian)節能減(jian)(jian)排升(sheng)級改造(zao)行動計劃(hua)。在歐美發達國(guo)(guo)家,電(dian)(dian)采暖(nuan)(nuan)普及率非(fei)常高,美國(guo)(guo)80%的城市(shi)實行電(dian)(dian)采暖(nuan)(nuan),加拿大、德(de)國(guo)(guo)、法國(guo)(guo)等電(dian)(dian)采暖(nuan)(nuan)比例均在50%以(yi)(yi)上。
有專(zhuan)家分析認為(wei),國內(nei)大(da)力開(kai)展電(dian)能(neng)(neng)(neng)替(ti)代,能(neng)(neng)(neng)有效緩解電(dian)纜(lan)產業產能(neng)(neng)(neng)過(guo)(guo)剩(sheng)帶來(lai)的巨大(da)壓力。國內(nei)電(dian)線(xian)電(dian)纜(lan)行業產能(neng)(neng)(neng)過(guo)(guo)剩(sheng)以(yi)及(ji)設備過(guo)(guo)剩(sheng)是不(bu)(bu)爭的事實(shi),產能(neng)(neng)(neng)過(guo)(guo)剩(sheng)意(yi)味著(zhu)供大(da)于求,意(yi)味著(zhu)惡性(xing)競爭;而(er)設備過(guo)(guo)剩(sheng)又(you)反映出開(kai)工(gong)率不(bu)(bu)足。事實(shi)上,僅次于汽車(che)制造業的第二大(da)產業電(dian)線(xian)電(dian)纜(lan)行業在贏得(de)“全球第一(yi)”之(zhi)后,卻因蜂擁而(er)上深陷“紅海”的產能(neng)(neng)(neng)嚴重過(guo)(guo)剩(sheng)之(zhi)中(zhong)。不(bu)(bu)足四成的產能(neng)(neng)(neng)開(kai)工(gong)率還不(bu)(bu)到歐美(mei)同期一(yi)半,連續萎靡的虧(kui)損包袱成為(wei)不(bu)(bu)少上市公(gong)司不(bu)(bu)能(neng)(neng)(neng)承(cheng)受之(zhi)重,欲剝離減負(fu)。
近來研發成功的碳(tan)纖維加熱(re)(re)電(dian)纜(lan),將(jiang)加熱(re)(re)電(dian)纜(lan)系(xi)統(tong)的應(ying)用推向了技術創新階段(duan)。推行(xing)“以(yi)電(dian)供熱(re)(re)”的應(ying)用,廣泛(fan)涉(she)及千家萬戶。例如在住(zhu)宅(zhai)內部,可(ke)實現墻壁、地(di)板(ban)、空間加熱(re)(re)。其(qi)中,僅墻壁和(he)(he)地(di)板(ban)加熱(re)(re)系(xi)統(tong),就需要大(da)量加熱(re)(re)電(dian)纜(lan)。此外,根據外國經驗(yan),道路和(he)(he)機(ji)場融雪加熱(re)(re),也普(pu)遍首選加熱(re)(re)電(dian)纜(lan)系(xi)統(tong)。
電(dian)(dian)采暖相(xiang)比燃(ran)煤(mei)(mei)采暖優(you)勢比較明(ming)顯(xian)。當前,國(guo)內電(dian)(dian)力(li)(li)供(gong)需矛(mao)盾將日趨緩和,2006年中國(guo)電(dian)(dian)力(li)(li)供(gong)需基(ji)本平衡。從2007年開始,一部分煤(mei)(mei)炭產地(di)為降低煤(mei)(mei)炭運輸(shu)(shu)成本,大(da)(da)力(li)(li)發(fa)展火力(li)(li)發(fa)電(dian)(dian),變煤(mei)(mei)炭運輸(shu)(shu)為電(dian)(dian)力(li)(li)輸(shu)(shu)送,并且國(guo)家正在大(da)(da)力(li)(li)發(fa)展風力(li)(li)發(fa)電(dian)(dian)、太陽能發(fa)電(dian)(dian)、水(shui)力(li)(li)發(fa)電(dian)(dian)、核電(dian)(dian)等,電(dian)(dian)力(li)(li)已出現冬季過(guo)剩(sheng)現象(xiang),這就為電(dian)(dian)采暖提供(gong)了足夠空(kong)間。
據相關(guan)統計數字表明,我國地面輻射采暖市(shi)(shi)場在2010年底已達(da)千億元,其中技術成(cheng)熟(shu)的低溫熱(re)水輻射采暖和散(san)熱(re)片采暖占據70%以上(shang)的市(shi)(shi)場份額。電采暖雖處于起(qi)步階段,但也占據了25%左(zuo)右(you)的市(shi)(shi)場份額,并且保持持續上(shang)升的趨勢。
如(ru)今,全(quan)國各地針對電(dian)采暖紛紛出臺優(you)惠政策(ce),這(zhe)從側(ce)面展現出了(le)(le)電(dian)采暖的(de)巨大潛力,也(ye)為(wei)碳纖(xian)維發(fa)熱電(dian)纜(lan)的(de)發(fa)展提供了(le)(le)無限的(de)可(ke)能(neng)性。就目前各個(ge)集中供暖區域推(tui)出的(de)供暖政策(ce)來看(kan),煤炭供熱的(de)時代正(zheng)(zheng)在成為(wei)歷史(shi)。而新(xin)型的(de)環保(bao)節(jie)能(neng)的(de)采暖方式正(zheng)(zheng)在占(zhan)領(ling)市場(chang),其(qi)中電(dian)采暖以其(qi)成熟的(de)行業(ye)體系和卓越的(de)供暖效果正(zheng)(zheng)在不斷受到重視。這(zhe)為(wei)正(zheng)(zheng)處于產能(neng)過剩的(de)電(dian)纜(lan)產業(ye)開(kai)辟了(le)(le)一(yi)個(ge)新(xin)的(de)市場(chang)。
