日(ri)前,國網天(tian)津市電(dian)力公司提出的(de)“以電(dian)供熱(re)(re)”試(shi)點(dian)規(gui)劃,被寫(xie)入天(tian)津市政(zheng)府(fu)工(gong)作(zuo)報告,預示著(zhu)天(tian)津市加熱(re)(re)電(dian)纜(lan)的(de)需求量將不斷提高。“推(tui)廣電(dian)能替代(dai)工(gong)程,啟動以電(dian)供熱(re)(re)試(shi)點(dian)”被寫(xie)入天(tian)津市政(zheng)府(fu)工(gong)作(zuo)報告,這標(biao)志(zhi)著(zhu)天(tian)津電(dian)能替代(dai)工(gong)作(zuo)已進(jin)入政(zheng)府(fu)主導、系統(tong)推(tui)進(jin)的(de)新階段。
當(dang)前電(dian)能替代技術成(cheng)熟,經濟(ji)優勢明顯(xian),清(qing)潔(jie)環保已(yi)成(cheng)為政府和廣大用戶的(de)共識。一(yi)直以來,北方地區冬季(ji)供(gong)熱(re)(re)取暖主(zhu)要是采用燃煤鍋(guo)爐,造(zao)成(cheng)嚴(yan)重(zhong)大氣污染。如果采取電(dian)能替代,以電(dian)能或太陽(yang)能代替燃煤蒸汽供(gong)熱(re)(re),不(bu)但供(gong)熱(re)(re)成(cheng)本大幅度(du)降(jiang)低,而(er)且不(bu)會造(zao)成(cheng)環境污染。
在有些專家看(kan)來,電(dian)能作(zuo)為清(qing)潔能源的優勢凸(tu)顯,替(ti)代(dai)(dai)潛力巨(ju)大。4月2日,國家電(dian)網(wang)公(gong)司(si)召開了(le)2015年電(dian)能替(ti)代(dai)(dai)工作(zuo)推(tui)進(jin)(jin)會,發(fa)布了(le)《國家電(dian)網(wang)公(gong)司(si)2015年全面(mian)深入推(tui)進(jin)(jin)電(dian)能替(ti)代(dai)(dai)行動計劃》,提出了(le)確保全年完成650億(yi)(yi)千(qian)瓦時(shi)(shi)、力爭實現750億(yi)(yi)千(qian)瓦時(shi)(shi)替(ti)代(dai)(dai)電(dian)量。
據了解,今年國(guo)家電(dian)(dian)(dian)(dian)(dian)網公(gong)司(si)將著(zhu)力鞏固擴大電(dian)(dian)(dian)(dian)(dian)窯(yao)爐(lu)、電(dian)(dian)(dian)(dian)(dian)鍋爐(lu)、熱泵等(deng)成熟項(xiang)目的實(shi)施范圍,因地(di)(di)制宜拓展新(xin)領域(yu)、推(tui)(tui)廣(guang)新(xin)技術(shu),除在港(gang)口地(di)(di)區(qu)推(tui)(tui)廣(guang)岸(an)電(dian)(dian)(dian)(dian)(dian)替代(通過電(dian)(dian)(dian)(dian)(dian)纜將船舶(bo)(bo)用(yong)電(dian)(dian)(dian)(dian)(dian)與岸(an)上電(dian)(dian)(dian)(dian)(dian)源連(lian)接,在船舶(bo)(bo)靠岸(an)期間采用(yong)陸地(di)(di)電(dian)(dian)(dian)(dian)(dian)源供電(dian)(dian)(dian)(dian)(dian))外,還(huan)將對居民區(qu)、學校等(deng)用(yong)戶(hu)推(tui)(tui)廣(guang)碳晶(jing)、電(dian)(dian)(dian)(dian)(dian)熱膜、發(fa)熱電(dian)(dian)(dian)(dian)(dian)纜等(deng)技術(shu),在企事業單(dan)位(wei)食(shi)堂推(tui)(tui)廣(guang)電(dian)(dian)(dian)(dian)(dian)磁灶、電(dian)(dian)(dian)(dian)(dian)蒸鍋,在油(you)田(tian)推(tui)(tui)廣(guang)電(dian)(dian)(dian)(dian)(dian)動(dong)鉆機(ji),在油(you)氣(qi)輸送管線推(tui)(tui)廣(guang)電(dian)(dian)(dian)(dian)(dian)力加壓等(deng)。
從消費端來看,各地(di)主要通過以(yi)電(dian)(dian)(dian)(dian)代煤(mei)(mei)、以(yi)電(dian)(dian)(dian)(dian)代油(you)來促進(jin)節能減(jian)(jian)排(pai)。北(bei)京市(shi)(shi)城六區(qu)基本取(qu)消燃(ran)煤(mei)(mei)鍋(guo)爐,農(nong)村地(di)區(qu)新(xin)增減(jian)(jian)煤(mei)(mei)換煤(mei)(mei)120萬噸。河北(bei)省提出(chu)大(da)幅壓減(jian)(jian)煤(mei)(mei)炭(tan)用量,實施煤(mei)(mei)電(dian)(dian)(dian)(dian)節能減(jian)(jian)排(pai)升級改(gai)造(zao)行動(dong)計(ji)劃。在歐美(mei)發達國(guo)家,電(dian)(dian)(dian)(dian)采暖普及率非常高,美(mei)國(guo)80%的城市(shi)(shi)實行電(dian)(dian)(dian)(dian)采暖,加拿大(da)、德國(guo)、法國(guo)等電(dian)(dian)(dian)(dian)采暖比例均在50%以(yi)上。
有專家分析認為,國內(nei)大力(li)開(kai)展電(dian)能替代,能有效緩(huan)解電(dian)纜產(chan)(chan)(chan)業(ye)產(chan)(chan)(chan)能過(guo)(guo)剩帶來的(de)(de)巨大壓力(li)。國內(nei)電(dian)線電(dian)纜行業(ye)產(chan)(chan)(chan)能過(guo)(guo)剩以及設(she)備(bei)過(guo)(guo)剩是不爭的(de)(de)事(shi)實(shi)(shi),產(chan)(chan)(chan)能過(guo)(guo)剩意味著供大于求,意味著惡(e)性競(jing)爭;而(er)設(she)備(bei)過(guo)(guo)剩又反映出開(kai)工率不足(zu)。事(shi)實(shi)(shi)上,僅次于汽車制造業(ye)的(de)(de)第二大產(chan)(chan)(chan)業(ye)電(dian)線電(dian)纜行業(ye)在贏得“全球第一”之后,卻因蜂擁而(er)上深陷“紅海”的(de)(de)產(chan)(chan)(chan)能嚴重過(guo)(guo)剩之中。不足(zu)四成的(de)(de)產(chan)(chan)(chan)能開(kai)工率還(huan)不到歐美同(tong)期一半(ban),連續萎靡(mi)的(de)(de)虧損包袱成為不少上市(shi)公司不能承受之重,欲剝離減負。
近來研(yan)發(fa)成功的(de)碳纖維加(jia)(jia)熱(re)電(dian)纜,將加(jia)(jia)熱(re)電(dian)纜系統的(de)應用推向了技術創(chuang)新(xin)階段。推行(xing)“以電(dian)供熱(re)”的(de)應用,廣泛涉(she)及千家(jia)萬戶。例如在住宅內部(bu),可實現墻(qiang)(qiang)壁(bi)、地(di)板(ban)、空間加(jia)(jia)熱(re)。其中(zhong),僅(jin)墻(qiang)(qiang)壁(bi)和(he)地(di)板(ban)加(jia)(jia)熱(re)系統,就(jiu)需要大量(liang)加(jia)(jia)熱(re)電(dian)纜。此外,根據(ju)外國經驗,道(dao)路(lu)和(he)機場(chang)融雪加(jia)(jia)熱(re),也普遍首選加(jia)(jia)熱(re)電(dian)纜系統。
電(dian)采暖相(xiang)比(bi)燃煤采暖優勢比(bi)較明(ming)顯。當前,國內(nei)電(dian)力供需(xu)矛盾將日(ri)趨(qu)緩(huan)和,2006年(nian)中(zhong)國電(dian)力供需(xu)基本平衡(heng)。從(cong)2007年(nian)開始,一部分煤炭產地為(wei)降低煤炭運輸(shu)(shu)成本,大(da)(da)力發展火力發電(dian),變煤炭運輸(shu)(shu)為(wei)電(dian)力輸(shu)(shu)送,并且國家正在大(da)(da)力發展風力發電(dian)、太陽能發電(dian)、水力發電(dian)、核電(dian)等(deng),電(dian)力已出(chu)現冬季(ji)過剩(sheng)現象,這就為(wei)電(dian)采暖提供了足(zu)夠空間(jian)。
據(ju)相關統計數字表明,我國地(di)面輻(fu)(fu)射采暖市(shi)場(chang)在2010年(nian)底已(yi)達千(qian)億元,其中技術成熟的(de)低溫熱水(shui)輻(fu)(fu)射采暖和(he)散熱片采暖占據(ju)70%以(yi)上的(de)市(shi)場(chang)份(fen)額(e)。電采暖雖處(chu)于(yu)起步階段,但也占據(ju)了25%左右的(de)市(shi)場(chang)份(fen)額(e),并且保持持續上升的(de)趨(qu)勢。
如今,全(quan)國(guo)各地針(zhen)對電(dian)(dian)(dian)采暖(nuan)(nuan)紛(fen)紛(fen)出(chu)臺優惠(hui)政策,這從(cong)側(ce)面展現出(chu)了電(dian)(dian)(dian)采暖(nuan)(nuan)的(de)(de)巨(ju)大潛力,也為碳纖(xian)維發(fa)熱(re)電(dian)(dian)(dian)纜的(de)(de)發(fa)展提供(gong)了無限的(de)(de)可能(neng)性。就目(mu)前各個(ge)(ge)集中供(gong)暖(nuan)(nuan)區域推(tui)出(chu)的(de)(de)供(gong)暖(nuan)(nuan)政策來(lai)看(kan),煤炭供(gong)熱(re)的(de)(de)時(shi)代正(zheng)(zheng)在(zai)(zai)成(cheng)為歷史。而新型(xing)的(de)(de)環(huan)保節能(neng)的(de)(de)采暖(nuan)(nuan)方(fang)式正(zheng)(zheng)在(zai)(zai)占領市(shi)場(chang),其中電(dian)(dian)(dian)采暖(nuan)(nuan)以其成(cheng)熟的(de)(de)行(xing)業(ye)體系(xi)和(he)卓越的(de)(de)供(gong)暖(nuan)(nuan)效(xiao)果(guo)正(zheng)(zheng)在(zai)(zai)不(bu)斷受到重視。這為正(zheng)(zheng)處于產能(neng)過剩的(de)(de)電(dian)(dian)(dian)纜產業(ye)開辟了一個(ge)(ge)新的(de)(de)市(shi)場(chang)。
