日(ri)前,國(guo)網天(tian)津市電(dian)(dian)力公司提(ti)出的“以電(dian)(dian)供熱(re)(re)”試點規劃,被寫(xie)入天(tian)津市政(zheng)府工(gong)作(zuo)報(bao)告,預示著(zhu)天(tian)津市加(jia)熱(re)(re)電(dian)(dian)纜(lan)的需求量將不斷(duan)提(ti)高。“推廣(guang)電(dian)(dian)能(neng)替(ti)代工(gong)程,啟(qi)動(dong)以電(dian)(dian)供熱(re)(re)試點”被寫(xie)入天(tian)津市政(zheng)府工(gong)作(zuo)報(bao)告,這標志著(zhu)天(tian)津電(dian)(dian)能(neng)替(ti)代工(gong)作(zuo)已進入政(zheng)府主導、系統推進的新(xin)階段。
當前電能(neng)(neng)替代(dai)技術成熟,經(jing)濟優勢明(ming)顯,清潔環(huan)保已(yi)成為政府和(he)廣大(da)(da)用(yong)戶的共識。一直以來,北(bei)方地區冬季供熱取暖主要(yao)是采用(yong)燃煤(mei)鍋爐,造(zao)成嚴(yan)重大(da)(da)氣污染(ran)。如果(guo)采取電能(neng)(neng)替代(dai),以電能(neng)(neng)或太陽能(neng)(neng)代(dai)替燃煤(mei)蒸(zheng)汽供熱,不(bu)但(dan)供熱成本(ben)大(da)(da)幅度降低,而(er)且不(bu)會造(zao)成環(huan)境污染(ran)。
在有些專家看來,電(dian)能(neng)作為清(qing)潔能(neng)源的優勢凸(tu)顯(xian),替(ti)代(dai)潛(qian)力巨(ju)大。4月2日,國家電(dian)網公司召(zhao)開了(le)2015年電(dian)能(neng)替(ti)代(dai)工作推(tui)進會,發(fa)布了(le)《國家電(dian)網公司2015年全面(mian)深入推(tui)進電(dian)能(neng)替(ti)代(dai)行(xing)動計(ji)劃》,提出(chu)了(le)確保全年完成650億(yi)千瓦時、力爭實現750億(yi)千瓦時替(ti)代(dai)電(dian)量。
據了解,今年(nian)國(guo)家電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)公(gong)司將著力鞏固(gu)擴大電(dian)(dian)(dian)(dian)(dian)(dian)窯爐、電(dian)(dian)(dian)(dian)(dian)(dian)鍋爐、熱(re)泵等成熟項目(mu)的實(shi)施范圍,因地制宜拓展新(xin)領(ling)域、推(tui)(tui)(tui)廣(guang)新(xin)技(ji)術(shu),除在港(gang)口地區推(tui)(tui)(tui)廣(guang)岸電(dian)(dian)(dian)(dian)(dian)(dian)替(ti)代(通過電(dian)(dian)(dian)(dian)(dian)(dian)纜(lan)(lan)將船(chuan)舶(bo)用(yong)電(dian)(dian)(dian)(dian)(dian)(dian)與岸上(shang)電(dian)(dian)(dian)(dian)(dian)(dian)源連接,在船(chuan)舶(bo)靠岸期間采用(yong)陸地電(dian)(dian)(dian)(dian)(dian)(dian)源供電(dian)(dian)(dian)(dian)(dian)(dian))外,還將對居民區、學校等用(yong)戶推(tui)(tui)(tui)廣(guang)碳晶、電(dian)(dian)(dian)(dian)(dian)(dian)熱(re)膜、發(fa)熱(re)電(dian)(dian)(dian)(dian)(dian)(dian)纜(lan)(lan)等技(ji)術(shu),在企事業單位食堂推(tui)(tui)(tui)廣(guang)電(dian)(dian)(dian)(dian)(dian)(dian)磁灶、電(dian)(dian)(dian)(dian)(dian)(dian)蒸鍋,在油(you)田推(tui)(tui)(tui)廣(guang)電(dian)(dian)(dian)(dian)(dian)(dian)動鉆機,在油(you)氣輸送管(guan)線推(tui)(tui)(tui)廣(guang)電(dian)(dian)(dian)(dian)(dian)(dian)力加壓(ya)等。
從消(xiao)費端(duan)來看,各地主要(yao)通過(guo)以電(dian)代煤、以電(dian)代油來促進節能減排(pai)。北(bei)京(jing)市城六區(qu)基本取消(xiao)燃煤鍋(guo)爐,農村地區(qu)新增減煤換煤120萬噸。河北(bei)省(sheng)提(ti)出大幅壓減煤炭用量,實施煤電(dian)節能減排(pai)升級(ji)改造(zao)行動(dong)計劃(hua)。在歐美發達(da)國家,電(dian)采暖普及率非(fei)常高,美國80%的城市實行電(dian)采暖,加拿大、德國、法國等電(dian)采暖比例均在50%以上(shang)。
有專家分析認為(wei),國(guo)(guo)內(nei)大力開(kai)展電(dian)(dian)能(neng)(neng)替代,能(neng)(neng)有效緩解(jie)電(dian)(dian)纜產(chan)(chan)業(ye)產(chan)(chan)能(neng)(neng)過(guo)(guo)剩(sheng)(sheng)帶來的(de)(de)巨大壓(ya)力。國(guo)(guo)內(nei)電(dian)(dian)線電(dian)(dian)纜行業(ye)產(chan)(chan)能(neng)(neng)過(guo)(guo)剩(sheng)(sheng)以及(ji)設備(bei)過(guo)(guo)剩(sheng)(sheng)是不(bu)爭的(de)(de)事實,產(chan)(chan)能(neng)(neng)過(guo)(guo)剩(sheng)(sheng)意味著供大于求,意味著惡(e)性(xing)競爭;而(er)設備(bei)過(guo)(guo)剩(sheng)(sheng)又(you)反映(ying)出開(kai)工(gong)率不(bu)足。事實上,僅次于汽車制造業(ye)的(de)(de)第(di)二大產(chan)(chan)業(ye)電(dian)(dian)線電(dian)(dian)纜行業(ye)在贏(ying)得“全球第(di)一”之后,卻因蜂擁(yong)而(er)上深(shen)陷“紅海”的(de)(de)產(chan)(chan)能(neng)(neng)嚴(yan)重(zhong)過(guo)(guo)剩(sheng)(sheng)之中。不(bu)足四成的(de)(de)產(chan)(chan)能(neng)(neng)開(kai)工(gong)率還不(bu)到歐(ou)美(mei)同期一半,連續萎靡的(de)(de)虧損包袱成為(wei)不(bu)少上市公司不(bu)能(neng)(neng)承受(shou)之重(zhong),欲剝離(li)減(jian)負。
近來研發(fa)成功的碳纖維加(jia)熱(re)(re)電(dian)(dian)纜,將加(jia)熱(re)(re)電(dian)(dian)纜系(xi)統的應用推向了技術創新階段。推行(xing)“以(yi)電(dian)(dian)供熱(re)(re)”的應用,廣(guang)泛涉及千家萬(wan)戶。例如在(zai)住宅(zhai)內部,可實現墻(qiang)壁、地(di)(di)板、空間加(jia)熱(re)(re)。其中,僅(jin)墻(qiang)壁和地(di)(di)板加(jia)熱(re)(re)系(xi)統,就(jiu)需要大量加(jia)熱(re)(re)電(dian)(dian)纜。此外(wai),根據(ju)外(wai)國經驗,道路和機(ji)場(chang)融雪加(jia)熱(re)(re),也普遍首選加(jia)熱(re)(re)電(dian)(dian)纜系(xi)統。
電(dian)(dian)采(cai)暖(nuan)(nuan)相比燃煤采(cai)暖(nuan)(nuan)優勢比較明顯。當前,國(guo)(guo)內電(dian)(dian)力(li)供(gong)需矛(mao)盾(dun)將日趨(qu)緩和,2006年中(zhong)國(guo)(guo)電(dian)(dian)力(li)供(gong)需基本平(ping)衡。從2007年開始,一(yi)部(bu)分煤炭產地(di)為(wei)(wei)降低煤炭運輸成本,大力(li)發展火力(li)發電(dian)(dian),變煤炭運輸為(wei)(wei)電(dian)(dian)力(li)輸送,并且國(guo)(guo)家正在大力(li)發展風力(li)發電(dian)(dian)、太陽能發電(dian)(dian)、水力(li)發電(dian)(dian)、核電(dian)(dian)等,電(dian)(dian)力(li)已出現(xian)冬季過剩(sheng)現(xian)象,這就(jiu)為(wei)(wei)電(dian)(dian)采(cai)暖(nuan)(nuan)提(ti)供(gong)了足(zu)夠空(kong)間(jian)。
據(ju)相關(guan)統計數字表明,我國地(di)面輻(fu)射(she)采暖市場(chang)在2010年底已達千億(yi)元,其(qi)中技術成熟的(de)低溫熱水輻(fu)射(she)采暖和散(san)熱片采暖占(zhan)據(ju)70%以上(shang)(shang)的(de)市場(chang)份額。電(dian)采暖雖(sui)處于起步(bu)階段,但也占(zhan)據(ju)了25%左(zuo)右的(de)市場(chang)份額,并且保持持續上(shang)(shang)升的(de)趨勢。
如今,全國各地針對電采(cai)(cai)暖(nuan)紛(fen)(fen)紛(fen)(fen)出臺(tai)優惠政策,這從側面展現出了(le)電采(cai)(cai)暖(nuan)的(de)巨大(da)潛力,也(ye)為(wei)(wei)碳纖維(wei)發(fa)熱(re)(re)電纜的(de)發(fa)展提(ti)供(gong)了(le)無(wu)限的(de)可(ke)能(neng)性。就(jiu)目前各個(ge)集(ji)中供(gong)暖(nuan)區域推(tui)出的(de)供(gong)暖(nuan)政策來看,煤炭供(gong)熱(re)(re)的(de)時代正在成(cheng)為(wei)(wei)歷史。而新型的(de)環保節能(neng)的(de)采(cai)(cai)暖(nuan)方式正在占領市場,其中電采(cai)(cai)暖(nuan)以其成(cheng)熟的(de)行業(ye)體系(xi)和(he)卓(zhuo)越的(de)供(gong)暖(nuan)效果正在不斷受(shou)到重視。這為(wei)(wei)正處于產能(neng)過剩的(de)電纜產業(ye)開(kai)辟(pi)了(le)一個(ge)新的(de)市場。
