日(ri)前,國網天(tian)(tian)津市(shi)電(dian)(dian)力公司提出的“以(yi)電(dian)(dian)供熱”試點規劃(hua),被(bei)寫(xie)入(ru)天(tian)(tian)津市(shi)政(zheng)府工(gong)作報(bao)告,預示著天(tian)(tian)津市(shi)加熱電(dian)(dian)纜的需求量將不斷提高(gao)。“推(tui)廣電(dian)(dian)能(neng)替代(dai)工(gong)程,啟動以(yi)電(dian)(dian)供熱試點”被(bei)寫(xie)入(ru)天(tian)(tian)津市(shi)政(zheng)府工(gong)作報(bao)告,這標(biao)志著天(tian)(tian)津電(dian)(dian)能(neng)替代(dai)工(gong)作已進(jin)入(ru)政(zheng)府主導、系統推(tui)進(jin)的新階段。
當(dang)前電(dian)能(neng)替(ti)代(dai)技術成(cheng)熟,經(jing)濟優勢明顯(xian),清潔環保已成(cheng)為政府和廣大用(yong)戶的共識。一直以來,北方地區(qu)冬季供熱(re)取暖主要是(shi)采用(yong)燃(ran)煤(mei)鍋爐,造成(cheng)嚴重大氣污染(ran)。如果(guo)采取電(dian)能(neng)替(ti)代(dai),以電(dian)能(neng)或太陽能(neng)代(dai)替(ti)燃(ran)煤(mei)蒸(zheng)汽供熱(re),不但供熱(re)成(cheng)本大幅度降低,而且不會造成(cheng)環境污染(ran)。
在有些(xie)專家看(kan)來,電(dian)(dian)能(neng)作(zuo)為清(qing)潔能(neng)源(yuan)的優勢凸顯,替代潛(qian)力巨(ju)大。4月2日,國家電(dian)(dian)網(wang)(wang)公司召開了(le)2015年電(dian)(dian)能(neng)替代工作(zuo)推進會,發布了(le)《國家電(dian)(dian)網(wang)(wang)公司2015年全(quan)面深入推進電(dian)(dian)能(neng)替代行動計劃》,提(ti)出了(le)確保(bao)全(quan)年完成(cheng)650億千瓦(wa)時、力爭(zheng)實現750億千瓦(wa)時替代電(dian)(dian)量。
據了解,今年國家電(dian)(dian)網公司將著力鞏固(gu)擴大(da)電(dian)(dian)窯爐(lu)、電(dian)(dian)鍋(guo)爐(lu)、熱(re)泵等(deng)成(cheng)熟項目的實(shi)施范圍,因地制(zhi)宜拓展(zhan)新領域、推(tui)(tui)廣新技(ji)術,除在(zai)(zai)港口地區推(tui)(tui)廣岸電(dian)(dian)替代(通過電(dian)(dian)纜將船舶(bo)用(yong)(yong)電(dian)(dian)與岸上電(dian)(dian)源(yuan)連接(jie),在(zai)(zai)船舶(bo)靠岸期間采用(yong)(yong)陸地電(dian)(dian)源(yuan)供電(dian)(dian))外,還將對居民區、學校等(deng)用(yong)(yong)戶推(tui)(tui)廣碳晶(jing)、電(dian)(dian)熱(re)膜、發(fa)熱(re)電(dian)(dian)纜等(deng)技(ji)術,在(zai)(zai)企事業單位食堂推(tui)(tui)廣電(dian)(dian)磁灶、電(dian)(dian)蒸鍋(guo),在(zai)(zai)油田推(tui)(tui)廣電(dian)(dian)動鉆機,在(zai)(zai)油氣輸(shu)送管線(xian)推(tui)(tui)廣電(dian)(dian)力加(jia)壓等(deng)。
從(cong)消費端來(lai)看,各地(di)主要通過以電(dian)(dian)代煤(mei)(mei)、以電(dian)(dian)代油來(lai)促進(jin)節(jie)能減(jian)排。北(bei)京市城六(liu)區(qu)基(ji)本(ben)取消燃煤(mei)(mei)鍋爐,農村地(di)區(qu)新(xin)增(zeng)減(jian)煤(mei)(mei)換煤(mei)(mei)120萬噸(dun)。河(he)北(bei)省提出大幅壓減(jian)煤(mei)(mei)炭用量,實施煤(mei)(mei)電(dian)(dian)節(jie)能減(jian)排升級改(gai)造行動(dong)計(ji)劃。在歐美(mei)發(fa)達國(guo)(guo)家,電(dian)(dian)采暖普及率非常高,美(mei)國(guo)(guo)80%的城市實行電(dian)(dian)采暖,加拿大、德國(guo)(guo)、法國(guo)(guo)等電(dian)(dian)采暖比(bi)例均在50%以上。
有專家(jia)分析認為(wei),國(guo)內大(da)力開展電(dian)(dian)(dian)能(neng)替代,能(neng)有效緩解電(dian)(dian)(dian)纜(lan)產(chan)(chan)業產(chan)(chan)能(neng)過剩帶來的(de)(de)(de)巨(ju)大(da)壓力。國(guo)內電(dian)(dian)(dian)線電(dian)(dian)(dian)纜(lan)行業產(chan)(chan)能(neng)過剩以(yi)及設(she)備(bei)過剩是不爭的(de)(de)(de)事實(shi),產(chan)(chan)能(neng)過剩意味著(zhu)供(gong)大(da)于(yu)求,意味著(zhu)惡性競爭;而設(she)備(bei)過剩又反映(ying)出(chu)開工率不足(zu)(zu)。事實(shi)上(shang),僅次于(yu)汽車制造業的(de)(de)(de)第(di)二大(da)產(chan)(chan)業電(dian)(dian)(dian)線電(dian)(dian)(dian)纜(lan)行業在(zai)贏(ying)得(de)“全球第(di)一”之后,卻因蜂擁(yong)而上(shang)深陷“紅(hong)海”的(de)(de)(de)產(chan)(chan)能(neng)嚴重過剩之中。不足(zu)(zu)四(si)成的(de)(de)(de)產(chan)(chan)能(neng)開工率還不到歐美同(tong)期一半,連續萎靡(mi)的(de)(de)(de)虧損包(bao)袱成為(wei)不少上(shang)市公司不能(neng)承受之重,欲剝離減負。
近(jin)來研發成功的碳(tan)纖維加(jia)熱(re)(re)(re)電(dian)纜(lan)(lan),將加(jia)熱(re)(re)(re)電(dian)纜(lan)(lan)系統的應(ying)用(yong)(yong)推向了技術(shu)創新階段。推行“以電(dian)供熱(re)(re)(re)”的應(ying)用(yong)(yong),廣泛涉及(ji)千家(jia)萬戶。例如在住宅內(nei)部,可實(shi)現(xian)墻(qiang)壁、地(di)板、空間加(jia)熱(re)(re)(re)。其中,僅墻(qiang)壁和地(di)板加(jia)熱(re)(re)(re)系統,就需(xu)要大量(liang)加(jia)熱(re)(re)(re)電(dian)纜(lan)(lan)。此外(wai),根(gen)據外(wai)國經(jing)驗,道路(lu)和機場融(rong)雪加(jia)熱(re)(re)(re),也(ye)普遍首選加(jia)熱(re)(re)(re)電(dian)纜(lan)(lan)系統。
電(dian)(dian)(dian)(dian)(dian)采暖(nuan)相比(bi)燃煤(mei)(mei)采暖(nuan)優(you)勢比(bi)較明顯。當前(qian),國內電(dian)(dian)(dian)(dian)(dian)力供需矛盾將日趨緩和,2006年(nian)中國電(dian)(dian)(dian)(dian)(dian)力供需基(ji)本(ben)平衡。從(cong)2007年(nian)開始,一部(bu)分煤(mei)(mei)炭產地(di)為(wei)(wei)降低煤(mei)(mei)炭運(yun)輸成(cheng)本(ben),大(da)力發(fa)展(zhan)火力發(fa)電(dian)(dian)(dian)(dian)(dian),變(bian)煤(mei)(mei)炭運(yun)輸為(wei)(wei)電(dian)(dian)(dian)(dian)(dian)力輸送,并且國家正在(zai)大(da)力發(fa)展(zhan)風力發(fa)電(dian)(dian)(dian)(dian)(dian)、太陽(yang)能發(fa)電(dian)(dian)(dian)(dian)(dian)、水力發(fa)電(dian)(dian)(dian)(dian)(dian)、核電(dian)(dian)(dian)(dian)(dian)等(deng),電(dian)(dian)(dian)(dian)(dian)力已出現冬季過剩現象,這就為(wei)(wei)電(dian)(dian)(dian)(dian)(dian)采暖(nuan)提供了足夠(gou)空(kong)間(jian)。
據相關(guan)統計數字表明,我國地面輻射(she)采(cai)暖(nuan)市(shi)場(chang)在2010年底(di)已達(da)千(qian)億元,其(qi)中技術成(cheng)熟的(de)低溫(wen)熱水輻射(she)采(cai)暖(nuan)和散(san)熱片(pian)采(cai)暖(nuan)占(zhan)據70%以上(shang)(shang)的(de)市(shi)場(chang)份額(e)。電(dian)采(cai)暖(nuan)雖處于(yu)起步階段,但也占(zhan)據了25%左右(you)的(de)市(shi)場(chang)份額(e),并且(qie)保持持續上(shang)(shang)升的(de)趨勢。
如(ru)今,全國各(ge)地針對電(dian)采暖(nuan)(nuan)紛(fen)(fen)紛(fen)(fen)出(chu)臺優惠政策(ce),這從側(ce)面展現出(chu)了(le)電(dian)采暖(nuan)(nuan)的(de)巨大潛力(li),也為碳纖維發熱(re)電(dian)纜的(de)發展提供(gong)了(le)無限的(de)可能(neng)性(xing)。就目前各(ge)個集(ji)中供(gong)暖(nuan)(nuan)區(qu)域推出(chu)的(de)供(gong)暖(nuan)(nuan)政策(ce)來看,煤炭供(gong)熱(re)的(de)時代正(zheng)在成為歷史。而(er)新型(xing)的(de)環(huan)保節能(neng)的(de)采暖(nuan)(nuan)方式正(zheng)在占領市(shi)(shi)場(chang)(chang),其中電(dian)采暖(nuan)(nuan)以其成熟的(de)行業(ye)體系和卓越的(de)供(gong)暖(nuan)(nuan)效果正(zheng)在不斷受到重(zhong)視。這為正(zheng)處(chu)于產能(neng)過剩的(de)電(dian)纜產業(ye)開辟了(le)一個新的(de)市(shi)(shi)場(chang)(chang)。
