日前(qian),國網天(tian)(tian)津(jin)(jin)市(shi)(shi)電(dian)力公司提(ti)出的“以電(dian)供(gong)(gong)熱”試點規劃,被寫入(ru)天(tian)(tian)津(jin)(jin)市(shi)(shi)政(zheng)(zheng)府工作(zuo)報告,預(yu)示著天(tian)(tian)津(jin)(jin)市(shi)(shi)加熱電(dian)纜的需(xu)求量(liang)將(jiang)不(bu)斷提(ti)高。“推廣電(dian)能(neng)替代(dai)工程,啟動以電(dian)供(gong)(gong)熱試點”被寫入(ru)天(tian)(tian)津(jin)(jin)市(shi)(shi)政(zheng)(zheng)府工作(zuo)報告,這標志著天(tian)(tian)津(jin)(jin)電(dian)能(neng)替代(dai)工作(zuo)已(yi)進入(ru)政(zheng)(zheng)府主導、系統推進的新階段(duan)。
當前(qian)電能替代技術成(cheng)熟,經濟優(you)勢(shi)明顯,清潔環(huan)保已成(cheng)為政府和廣大(da)用(yong)戶(hu)的共識。一直以來,北(bei)方(fang)地區冬(dong)季供熱取(qu)暖主(zhu)要是采(cai)用(yong)燃煤鍋爐,造成(cheng)嚴(yan)重(zhong)大(da)氣污染(ran)。如果(guo)采(cai)取(qu)電能替代,以電能或太陽能代替燃煤蒸汽供熱,不但(dan)供熱成(cheng)本(ben)大(da)幅度降(jiang)低,而且(qie)不會(hui)造成(cheng)環(huan)境污染(ran)。
在有些專家看來,電(dian)能(neng)作為清潔(jie)能(neng)源的優(you)勢凸顯(xian),替(ti)(ti)代(dai)潛力巨大。4月2日,國(guo)家電(dian)網公(gong)司召開了2015年電(dian)能(neng)替(ti)(ti)代(dai)工作推(tui)進會,發布了《國(guo)家電(dian)網公(gong)司2015年全面(mian)深入推(tui)進電(dian)能(neng)替(ti)(ti)代(dai)行動計劃》,提出(chu)了確保全年完成650億(yi)千瓦時、力爭實(shi)現(xian)750億(yi)千瓦時替(ti)(ti)代(dai)電(dian)量(liang)。
據(ju)了解,今年國(guo)家(jia)電(dian)(dian)(dian)(dian)(dian)網(wang)公司將(jiang)著力(li)鞏(gong)固擴大電(dian)(dian)(dian)(dian)(dian)窯爐、電(dian)(dian)(dian)(dian)(dian)鍋爐、熱泵等成(cheng)熟項目的實施范圍(wei),因地制宜(yi)拓展新領(ling)域、推(tui)廣(guang)新技術(shu)(shu),除在(zai)港口地區推(tui)廣(guang)岸(an)電(dian)(dian)(dian)(dian)(dian)替(ti)代(通過電(dian)(dian)(dian)(dian)(dian)纜將(jiang)船舶(bo)用電(dian)(dian)(dian)(dian)(dian)與岸(an)上電(dian)(dian)(dian)(dian)(dian)源連接(jie),在(zai)船舶(bo)靠岸(an)期間采用陸地電(dian)(dian)(dian)(dian)(dian)源供電(dian)(dian)(dian)(dian)(dian))外,還將(jiang)對居民區、學校(xiao)等用戶推(tui)廣(guang)碳晶、電(dian)(dian)(dian)(dian)(dian)熱膜(mo)、發熱電(dian)(dian)(dian)(dian)(dian)纜等技術(shu)(shu),在(zai)企事業單位食堂(tang)推(tui)廣(guang)電(dian)(dian)(dian)(dian)(dian)磁灶、電(dian)(dian)(dian)(dian)(dian)蒸鍋,在(zai)油田推(tui)廣(guang)電(dian)(dian)(dian)(dian)(dian)動鉆機,在(zai)油氣輸送管線推(tui)廣(guang)電(dian)(dian)(dian)(dian)(dian)力(li)加(jia)壓等。
從消費端來(lai)看,各地主(zhu)要通(tong)過(guo)以(yi)電(dian)代煤(mei)(mei)(mei)(mei)、以(yi)電(dian)代油來(lai)促進節能(neng)減(jian)排。北京市城(cheng)六(liu)區基(ji)本取消燃煤(mei)(mei)(mei)(mei)鍋爐,農村地區新增減(jian)煤(mei)(mei)(mei)(mei)換(huan)煤(mei)(mei)(mei)(mei)120萬噸(dun)。河(he)北省(sheng)提出大幅壓減(jian)煤(mei)(mei)(mei)(mei)炭(tan)用量,實施煤(mei)(mei)(mei)(mei)電(dian)節能(neng)減(jian)排升級改造(zao)行動計劃(hua)。在歐美發達國(guo)家,電(dian)采(cai)暖(nuan)(nuan)普(pu)及率非常高,美國(guo)80%的城(cheng)市實行電(dian)采(cai)暖(nuan)(nuan),加拿大、德國(guo)、法國(guo)等(deng)電(dian)采(cai)暖(nuan)(nuan)比例均在50%以(yi)上。
有(you)專家分析認為(wei),國(guo)內大力(li)開展電(dian)(dian)能(neng)(neng)(neng)替(ti)代,能(neng)(neng)(neng)有(you)效(xiao)緩解電(dian)(dian)纜(lan)(lan)產(chan)業(ye)(ye)(ye)產(chan)能(neng)(neng)(neng)過剩(sheng)(sheng)帶(dai)來(lai)的巨大壓力(li)。國(guo)內電(dian)(dian)線電(dian)(dian)纜(lan)(lan)行業(ye)(ye)(ye)產(chan)能(neng)(neng)(neng)過剩(sheng)(sheng)以及設(she)備過剩(sheng)(sheng)是(shi)不(bu)爭的事實,產(chan)能(neng)(neng)(neng)過剩(sheng)(sheng)意味著供(gong)大于求,意味著惡性競爭;而設(she)備過剩(sheng)(sheng)又(you)反映出開工率不(bu)足。事實上(shang),僅次于汽車(che)制造業(ye)(ye)(ye)的第(di)二(er)大產(chan)業(ye)(ye)(ye)電(dian)(dian)線電(dian)(dian)纜(lan)(lan)行業(ye)(ye)(ye)在贏得“全球第(di)一”之(zhi)后,卻因蜂(feng)擁(yong)而上(shang)深(shen)陷“紅海”的產(chan)能(neng)(neng)(neng)嚴重過剩(sheng)(sheng)之(zhi)中。不(bu)足四成(cheng)的產(chan)能(neng)(neng)(neng)開工率還不(bu)到歐美同期一半,連(lian)續(xu)萎靡的虧(kui)損包袱成(cheng)為(wei)不(bu)少上(shang)市公司(si)不(bu)能(neng)(neng)(neng)承受之(zhi)重,欲剝離減負。
近來研發成功的(de)碳纖維加熱(re)電(dian)(dian)纜(lan),將加熱(re)電(dian)(dian)纜(lan)系(xi)(xi)統(tong)的(de)應(ying)用推(tui)(tui)向了技術(shu)創新階段。推(tui)(tui)行“以電(dian)(dian)供熱(re)”的(de)應(ying)用,廣泛涉(she)及千家(jia)萬(wan)戶(hu)。例如在住宅內部(bu),可實現墻壁、地(di)板、空間加熱(re)。其中,僅墻壁和(he)地(di)板加熱(re)系(xi)(xi)統(tong),就需要大量加熱(re)電(dian)(dian)纜(lan)。此外,根據外國經驗,道路和(he)機場(chang)融雪(xue)加熱(re),也普遍(bian)首選加熱(re)電(dian)(dian)纜(lan)系(xi)(xi)統(tong)。
電(dian)(dian)(dian)(dian)(dian)采暖相比(bi)燃煤采暖優勢比(bi)較明顯。當前,國內電(dian)(dian)(dian)(dian)(dian)力供需矛盾將(jiang)日(ri)趨緩和(he),2006年中國電(dian)(dian)(dian)(dian)(dian)力供需基本平衡。從2007年開(kai)始,一部分煤炭產地為(wei)降(jiang)低煤炭運輸成本,大力發(fa)展火力發(fa)電(dian)(dian)(dian)(dian)(dian),變煤炭運輸為(wei)電(dian)(dian)(dian)(dian)(dian)力輸送,并且國家(jia)正在大力發(fa)展風(feng)力發(fa)電(dian)(dian)(dian)(dian)(dian)、太陽能發(fa)電(dian)(dian)(dian)(dian)(dian)、水力發(fa)電(dian)(dian)(dian)(dian)(dian)、核電(dian)(dian)(dian)(dian)(dian)等,電(dian)(dian)(dian)(dian)(dian)力已(yi)出(chu)現冬季過(guo)剩(sheng)現象,這就為(wei)電(dian)(dian)(dian)(dian)(dian)采暖提供了足夠空間。
據相關統(tong)計數字(zi)表(biao)明,我國地面輻(fu)射采(cai)暖市場在2010年底已達(da)千億元,其(qi)中技術成熟的(de)低溫熱水輻(fu)射采(cai)暖和(he)散熱片(pian)采(cai)暖占據70%以上的(de)市場份額。電采(cai)暖雖(sui)處于起(qi)步階段,但也占據了25%左右的(de)市場份額,并且保(bao)持持續上升(sheng)的(de)趨(qu)勢。
如今,全國各地針對(dui)電采(cai)暖紛紛出臺優惠政策(ce),這從側面展現出了(le)電采(cai)暖的巨大潛(qian)力,也為(wei)碳纖維(wei)發熱(re)電纜(lan)的發展提供了(le)無限的可(ke)能性。就目前(qian)各個集中(zhong)供暖區(qu)域推出的供暖政策(ce)來看,煤(mei)炭供熱(re)的時代正(zheng)在成為(wei)歷史。而新型的環保節能的采(cai)暖方(fang)式正(zheng)在占(zhan)領市(shi)(shi)場,其中(zhong)電采(cai)暖以其成熟(shu)的行業(ye)體(ti)系和卓(zhuo)越的供暖效果正(zheng)在不斷受到重視(shi)。這為(wei)正(zheng)處于產(chan)能過剩的電纜(lan)產(chan)業(ye)開辟了(le)一(yi)個新的市(shi)(shi)場。
