日前,國(guo)網天(tian)津市電(dian)力公司(si)提(ti)出的“以(yi)電(dian)供(gong)熱(re)”試點規劃,被(bei)寫入(ru)天(tian)津市政(zheng)(zheng)府工(gong)作報(bao)告(gao),預示著天(tian)津市加熱(re)電(dian)纜的需求量將(jiang)不(bu)斷提(ti)高(gao)。“推(tui)廣(guang)電(dian)能替代工(gong)程,啟動以(yi)電(dian)供(gong)熱(re)試點”被(bei)寫入(ru)天(tian)津市政(zheng)(zheng)府工(gong)作報(bao)告(gao),這標(biao)志著天(tian)津電(dian)能替代工(gong)作已進入(ru)政(zheng)(zheng)府主導、系統推(tui)進的新階(jie)段。
當前電能(neng)替代(dai)(dai)技術(shu)成(cheng)熟,經(jing)濟優(you)勢明顯,清(qing)潔環保已(yi)成(cheng)為政(zheng)府(fu)和(he)廣大(da)(da)(da)用戶的共識。一(yi)直以來,北方地(di)區冬季供熱取暖(nuan)主要是采(cai)(cai)用燃煤(mei)(mei)鍋爐,造成(cheng)嚴(yan)重(zhong)大(da)(da)(da)氣污(wu)染。如果(guo)采(cai)(cai)取電能(neng)替代(dai)(dai),以電能(neng)或太陽能(neng)代(dai)(dai)替燃煤(mei)(mei)蒸汽供熱,不但供熱成(cheng)本大(da)(da)(da)幅度(du)降低(di),而且不會造成(cheng)環境污(wu)染。
在有(you)些專家看(kan)來,電(dian)(dian)能作為清潔能源的優(you)勢凸顯,替(ti)代(dai)潛力巨大(da)。4月2日,國家電(dian)(dian)網公司召開(kai)了(le)2015年電(dian)(dian)能替(ti)代(dai)工作推進(jin)會,發布了(le)《國家電(dian)(dian)網公司2015年全面深(shen)入(ru)推進(jin)電(dian)(dian)能替(ti)代(dai)行動計劃》,提出了(le)確(que)保全年完(wan)成650億千瓦時(shi)、力爭實現750億千瓦時(shi)替(ti)代(dai)電(dian)(dian)量。
據(ju)了解(jie),今年國家(jia)電(dian)(dian)(dian)網公司將著力鞏固擴大電(dian)(dian)(dian)窯爐、電(dian)(dian)(dian)鍋(guo)爐、熱(re)泵等成熟項目的實(shi)施范圍,因(yin)地制宜拓展(zhan)新(xin)領域、推(tui)廣新(xin)技(ji)術(shu),除在(zai)(zai)(zai)港口地區推(tui)廣岸(an)電(dian)(dian)(dian)替代(通過電(dian)(dian)(dian)纜(lan)(lan)將船(chuan)舶用電(dian)(dian)(dian)與(yu)岸(an)上電(dian)(dian)(dian)源(yuan)連接,在(zai)(zai)(zai)船(chuan)舶靠岸(an)期間采用陸地電(dian)(dian)(dian)源(yuan)供(gong)電(dian)(dian)(dian))外,還將對居民(min)區、學校等用戶推(tui)廣碳晶、電(dian)(dian)(dian)熱(re)膜、發熱(re)電(dian)(dian)(dian)纜(lan)(lan)等技(ji)術(shu),在(zai)(zai)(zai)企(qi)事(shi)業單位食堂推(tui)廣電(dian)(dian)(dian)磁灶、電(dian)(dian)(dian)蒸(zheng)鍋(guo),在(zai)(zai)(zai)油(you)田推(tui)廣電(dian)(dian)(dian)動鉆機,在(zai)(zai)(zai)油(you)氣輸送管線(xian)推(tui)廣電(dian)(dian)(dian)力加壓等。
從消(xiao)費端來(lai)看,各(ge)地(di)(di)主要通過以電代煤、以電代油來(lai)促進節(jie)能(neng)減(jian)排。北京(jing)市城六區基本取消(xiao)燃煤鍋爐,農村地(di)(di)區新增減(jian)煤換煤120萬噸(dun)。河北省提出大幅壓減(jian)煤炭用量(liang),實施煤電節(jie)能(neng)減(jian)排升級改(gai)造行動計(ji)劃。在歐(ou)美發(fa)達國(guo)(guo)家,電采暖(nuan)普及率非常(chang)高,美國(guo)(guo)80%的城市實行電采暖(nuan),加拿(na)大、德國(guo)(guo)、法國(guo)(guo)等電采暖(nuan)比(bi)例均在50%以上。
有專家分析認(ren)為,國內大力(li)開(kai)(kai)展電能(neng)(neng)(neng)替(ti)代,能(neng)(neng)(neng)有效緩解(jie)電纜產(chan)業產(chan)能(neng)(neng)(neng)過(guo)(guo)剩帶來的(de)(de)(de)巨大壓(ya)力(li)。國內電線(xian)電纜行業產(chan)能(neng)(neng)(neng)過(guo)(guo)剩以及設備過(guo)(guo)剩是不(bu)爭的(de)(de)(de)事實(shi),產(chan)能(neng)(neng)(neng)過(guo)(guo)剩意(yi)(yi)味(wei)著供大于求,意(yi)(yi)味(wei)著惡性競爭;而設備過(guo)(guo)剩又反映(ying)出開(kai)(kai)工(gong)率(lv)不(bu)足。事實(shi)上(shang),僅(jin)次于汽車(che)制造業的(de)(de)(de)第(di)二(er)大產(chan)業電線(xian)電纜行業在贏(ying)得“全球(qiu)第(di)一”之后,卻因蜂擁而上(shang)深陷“紅海(hai)”的(de)(de)(de)產(chan)能(neng)(neng)(neng)嚴重(zhong)過(guo)(guo)剩之中。不(bu)足四成的(de)(de)(de)產(chan)能(neng)(neng)(neng)開(kai)(kai)工(gong)率(lv)還(huan)不(bu)到歐美同期一半,連續萎靡的(de)(de)(de)虧損包袱成為不(bu)少上(shang)市公(gong)司不(bu)能(neng)(neng)(neng)承(cheng)受(shou)之重(zhong),欲剝離減負(fu)。
近來研發成(cheng)功的碳纖維(wei)加(jia)(jia)熱(re)(re)電(dian)纜(lan),將加(jia)(jia)熱(re)(re)電(dian)纜(lan)系(xi)(xi)統的應用推向了技(ji)術(shu)創新階段(duan)。推行“以電(dian)供熱(re)(re)”的應用,廣泛涉及千家萬戶。例如在住宅內部,可實現墻(qiang)壁(bi)、地(di)(di)板(ban)(ban)、空間加(jia)(jia)熱(re)(re)。其中,僅墻(qiang)壁(bi)和地(di)(di)板(ban)(ban)加(jia)(jia)熱(re)(re)系(xi)(xi)統,就需要(yao)大量加(jia)(jia)熱(re)(re)電(dian)纜(lan)。此(ci)外,根據外國經(jing)驗,道(dao)路和機(ji)場融雪加(jia)(jia)熱(re)(re),也普(pu)遍首選加(jia)(jia)熱(re)(re)電(dian)纜(lan)系(xi)(xi)統。
電(dian)(dian)(dian)(dian)采暖(nuan)相比(bi)燃煤(mei)(mei)采暖(nuan)優勢比(bi)較明(ming)顯(xian)。當前,國內電(dian)(dian)(dian)(dian)力(li)(li)(li)供需(xu)矛盾將(jiang)日趨緩和,2006年(nian)中(zhong)國電(dian)(dian)(dian)(dian)力(li)(li)(li)供需(xu)基本平衡。從2007年(nian)開始(shi),一(yi)部分煤(mei)(mei)炭產(chan)地為降(jiang)低煤(mei)(mei)炭運(yun)(yun)輸(shu)(shu)成本,大(da)(da)力(li)(li)(li)發(fa)展(zhan)火力(li)(li)(li)發(fa)電(dian)(dian)(dian)(dian),變煤(mei)(mei)炭運(yun)(yun)輸(shu)(shu)為電(dian)(dian)(dian)(dian)力(li)(li)(li)輸(shu)(shu)送,并(bing)且(qie)國家正在大(da)(da)力(li)(li)(li)發(fa)展(zhan)風力(li)(li)(li)發(fa)電(dian)(dian)(dian)(dian)、太陽能發(fa)電(dian)(dian)(dian)(dian)、水力(li)(li)(li)發(fa)電(dian)(dian)(dian)(dian)、核電(dian)(dian)(dian)(dian)等,電(dian)(dian)(dian)(dian)力(li)(li)(li)已出現(xian)冬季過剩現(xian)象,這(zhe)就為電(dian)(dian)(dian)(dian)采暖(nuan)提供了足夠空間。
據(ju)(ju)相關統計數字(zi)表明,我國地面輻射采暖(nuan)(nuan)市場在2010年底已(yi)達千(qian)億(yi)元,其中技術成熟的低(di)溫(wen)熱(re)水(shui)輻射采暖(nuan)(nuan)和散熱(re)片采暖(nuan)(nuan)占(zhan)據(ju)(ju)70%以上的市場份額(e)。電采暖(nuan)(nuan)雖處于起步(bu)階段,但也占(zhan)據(ju)(ju)了25%左(zuo)右的市場份額(e),并且保持(chi)持(chi)續上升的趨勢。
如今(jin),全國各地針對電(dian)(dian)(dian)采(cai)(cai)暖(nuan)(nuan)紛紛出臺(tai)優惠政策(ce),這從側(ce)面(mian)展現出了(le)電(dian)(dian)(dian)采(cai)(cai)暖(nuan)(nuan)的(de)(de)(de)巨大潛力,也為(wei)碳纖維發熱電(dian)(dian)(dian)纜(lan)的(de)(de)(de)發展提供了(le)無限的(de)(de)(de)可(ke)能性。就(jiu)目前各個(ge)集中(zhong)供暖(nuan)(nuan)區域推出的(de)(de)(de)供暖(nuan)(nuan)政策(ce)來看(kan),煤炭供熱的(de)(de)(de)時代(dai)正(zheng)在成(cheng)為(wei)歷史。而新型的(de)(de)(de)環保節(jie)能的(de)(de)(de)采(cai)(cai)暖(nuan)(nuan)方式正(zheng)在占(zhan)領(ling)市(shi)(shi)場,其(qi)中(zhong)電(dian)(dian)(dian)采(cai)(cai)暖(nuan)(nuan)以其(qi)成(cheng)熟的(de)(de)(de)行業體(ti)系和(he)卓越的(de)(de)(de)供暖(nuan)(nuan)效果正(zheng)在不斷受到(dao)重(zhong)視。這為(wei)正(zheng)處于產能過剩(sheng)的(de)(de)(de)電(dian)(dian)(dian)纜(lan)產業開辟了(le)一個(ge)新的(de)(de)(de)市(shi)(shi)場。
