日(ri)前,國(guo)網天津(jin)(jin)市(shi)(shi)(shi)電力公(gong)司提出的(de)“以電供熱(re)”試(shi)點規劃(hua),被(bei)寫入天津(jin)(jin)市(shi)(shi)(shi)政(zheng)府工作(zuo)報告,預示(shi)著天津(jin)(jin)市(shi)(shi)(shi)加熱(re)電纜的(de)需求量將不斷提高(gao)。“推(tui)廣(guang)電能替(ti)代工程,啟(qi)動以電供熱(re)試(shi)點”被(bei)寫入天津(jin)(jin)市(shi)(shi)(shi)政(zheng)府工作(zuo)報告,這標志(zhi)著天津(jin)(jin)電能替(ti)代工作(zuo)已進入政(zheng)府主(zhu)導、系統推(tui)進的(de)新階段。
當前電能替(ti)代(dai)技術成(cheng)(cheng)熟,經濟優勢(shi)明(ming)顯,清潔環(huan)保已成(cheng)(cheng)為政(zheng)府和廣大(da)用(yong)戶(hu)的共識。一直以來,北方地區冬季供(gong)熱(re)(re)取(qu)暖(nuan)主要是采用(yong)燃煤鍋爐,造(zao)成(cheng)(cheng)嚴重大(da)氣污染。如果(guo)采取(qu)電能替(ti)代(dai),以電能或太陽能代(dai)替(ti)燃煤蒸汽供(gong)熱(re)(re),不但供(gong)熱(re)(re)成(cheng)(cheng)本大(da)幅度降(jiang)低,而且不會(hui)造(zao)成(cheng)(cheng)環(huan)境污染。
在有些專家(jia)看來,電(dian)(dian)能(neng)作為清(qing)潔(jie)能(neng)源的(de)優勢凸顯(xian),替(ti)代(dai)潛(qian)力巨大(da)。4月2日,國家(jia)電(dian)(dian)網公司召(zhao)開了2015年電(dian)(dian)能(neng)替(ti)代(dai)工作推進會,發布了《國家(jia)電(dian)(dian)網公司2015年全(quan)面深入推進電(dian)(dian)能(neng)替(ti)代(dai)行(xing)動計劃》,提出了確保全(quan)年完成(cheng)650億千瓦時、力爭(zheng)實現750億千瓦時替(ti)代(dai)電(dian)(dian)量。
據(ju)了解(jie),今年國家(jia)電(dian)(dian)(dian)網公司將(jiang)著力鞏固擴大(da)電(dian)(dian)(dian)窯爐(lu)、電(dian)(dian)(dian)鍋爐(lu)、熱泵等(deng)(deng)成熟(shu)項(xiang)目(mu)的實施(shi)范圍,因地制(zhi)宜拓(tuo)展新領域、推(tui)(tui)廣(guang)(guang)新技術,除在港口地區推(tui)(tui)廣(guang)(guang)岸電(dian)(dian)(dian)替代(dai)(通過電(dian)(dian)(dian)纜(lan)將(jiang)船(chuan)舶(bo)用電(dian)(dian)(dian)與岸上電(dian)(dian)(dian)源連接,在船(chuan)舶(bo)靠岸期間采用陸地電(dian)(dian)(dian)源供電(dian)(dian)(dian))外,還將(jiang)對居民區、學校(xiao)等(deng)(deng)用戶推(tui)(tui)廣(guang)(guang)碳晶、電(dian)(dian)(dian)熱膜、發熱電(dian)(dian)(dian)纜(lan)等(deng)(deng)技術,在企事業單位食堂推(tui)(tui)廣(guang)(guang)電(dian)(dian)(dian)磁灶、電(dian)(dian)(dian)蒸鍋,在油田推(tui)(tui)廣(guang)(guang)電(dian)(dian)(dian)動鉆(zhan)機,在油氣(qi)輸送管線(xian)推(tui)(tui)廣(guang)(guang)電(dian)(dian)(dian)力加壓等(deng)(deng)。
從消費端來看(kan),各地主要通過以電(dian)(dian)代(dai)煤(mei)、以電(dian)(dian)代(dai)油來促進(jin)節能減排(pai)。北京市城六區(qu)基本取消燃煤(mei)鍋(guo)爐(lu),農(nong)村地區(qu)新(xin)增減煤(mei)換(huan)煤(mei)120萬噸。河北省提出(chu)大幅壓減煤(mei)炭用量,實(shi)施(shi)煤(mei)電(dian)(dian)節能減排(pai)升級改(gai)造行(xing)動(dong)計劃(hua)。在歐美發達國家,電(dian)(dian)采(cai)暖普及(ji)率(lv)非常高,美國80%的城市實(shi)行(xing)電(dian)(dian)采(cai)暖,加拿大、德國、法國等(deng)電(dian)(dian)采(cai)暖比例均在50%以上。
有專家分析認為(wei)(wei),國內大(da)力開(kai)展電(dian)(dian)(dian)能(neng)(neng)替代,能(neng)(neng)有效緩解電(dian)(dian)(dian)纜(lan)產(chan)業產(chan)能(neng)(neng)過(guo)剩(sheng)帶來的(de)巨大(da)壓力。國內電(dian)(dian)(dian)線電(dian)(dian)(dian)纜(lan)行業產(chan)能(neng)(neng)過(guo)剩(sheng)以及(ji)設(she)備過(guo)剩(sheng)是不爭(zheng)的(de)事(shi)實(shi),產(chan)能(neng)(neng)過(guo)剩(sheng)意味(wei)著(zhu)供大(da)于求,意味(wei)著(zhu)惡性競爭(zheng);而設(she)備過(guo)剩(sheng)又反映(ying)出開(kai)工率不足。事(shi)實(shi)上(shang),僅次于汽車制造(zao)業的(de)第二大(da)產(chan)業電(dian)(dian)(dian)線電(dian)(dian)(dian)纜(lan)行業在贏得(de)“全球(qiu)第一(yi)”之(zhi)后,卻因蜂(feng)擁而上(shang)深陷“紅海”的(de)產(chan)能(neng)(neng)嚴重過(guo)剩(sheng)之(zhi)中。不足四成(cheng)(cheng)的(de)產(chan)能(neng)(neng)開(kai)工率還不到歐(ou)美(mei)同(tong)期一(yi)半,連續萎靡的(de)虧損包袱成(cheng)(cheng)為(wei)(wei)不少上(shang)市公(gong)司不能(neng)(neng)承受之(zhi)重,欲剝離減負。
近來研發成功的碳纖維加(jia)(jia)熱電(dian)纜(lan),將(jiang)加(jia)(jia)熱電(dian)纜(lan)系統的應用(yong)推向了技術創新(xin)階段。推行“以電(dian)供熱”的應用(yong),廣泛(fan)涉及千(qian)家萬(wan)戶。例如在住宅內(nei)部,可(ke)實現墻(qiang)壁、地板(ban)(ban)、空(kong)間加(jia)(jia)熱。其(qi)中,僅墻(qiang)壁和地板(ban)(ban)加(jia)(jia)熱系統,就(jiu)需要大量加(jia)(jia)熱電(dian)纜(lan)。此外,根據外國經驗,道路和機場(chang)融(rong)雪加(jia)(jia)熱,也(ye)普遍首選加(jia)(jia)熱電(dian)纜(lan)系統。
電(dian)(dian)(dian)采(cai)暖相比(bi)燃(ran)煤采(cai)暖優(you)勢比(bi)較(jiao)明顯。當前,國內電(dian)(dian)(dian)力(li)(li)供(gong)需矛盾將日趨緩和,2006年(nian)中國電(dian)(dian)(dian)力(li)(li)供(gong)需基本平(ping)衡。從(cong)2007年(nian)開始,一部分煤炭(tan)產地為(wei)降低煤炭(tan)運輸(shu)成本,大力(li)(li)發(fa)展火力(li)(li)發(fa)電(dian)(dian)(dian),變煤炭(tan)運輸(shu)為(wei)電(dian)(dian)(dian)力(li)(li)輸(shu)送,并且國家正在大力(li)(li)發(fa)展風力(li)(li)發(fa)電(dian)(dian)(dian)、太陽能發(fa)電(dian)(dian)(dian)、水力(li)(li)發(fa)電(dian)(dian)(dian)、核電(dian)(dian)(dian)等,電(dian)(dian)(dian)力(li)(li)已出(chu)現冬季過剩現象,這就為(wei)電(dian)(dian)(dian)采(cai)暖提供(gong)了足夠空(kong)間(jian)。
據相關(guan)統計數字表明(ming),我(wo)國(guo)地(di)面輻射采(cai)暖市場在2010年底已達千億元,其中技術成熟的(de)(de)(de)低溫熱水輻射采(cai)暖和散熱片(pian)采(cai)暖占據70%以(yi)上(shang)的(de)(de)(de)市場份(fen)額。電采(cai)暖雖處于起步階(jie)段,但(dan)也占據了(le)25%左右的(de)(de)(de)市場份(fen)額,并且保(bao)持持續上(shang)升的(de)(de)(de)趨(qu)勢。
如今,全國各(ge)地(di)針對電采(cai)暖(nuan)紛紛出(chu)(chu)臺優(you)惠政策(ce),這從側面展現出(chu)(chu)了電采(cai)暖(nuan)的巨大潛力,也為(wei)碳纖(xian)維發熱(re)電纜(lan)的發展提供了無(wu)限的可能性。就(jiu)目(mu)前各(ge)個集中供暖(nuan)區域推出(chu)(chu)的供暖(nuan)政策(ce)來看,煤(mei)炭(tan)供熱(re)的時代正在(zai)成(cheng)為(wei)歷史。而(er)新型的環保(bao)節能的采(cai)暖(nuan)方(fang)式正在(zai)占領市場,其中電采(cai)暖(nuan)以其成(cheng)熟的行業體系和卓越的供暖(nuan)效果(guo)正在(zai)不(bu)斷(duan)受到重視。這為(wei)正處于產能過剩的電纜(lan)產業開辟(pi)了一個新的市場。
